Neither.

The thing to remember is that North Korea's foreign policy is based on the extortion of foreign aid. They walk a very fine line in making themselves enough of a problem that they cannot simply be ignored - but not enough of a problem that somebody decides to solve the problem once and for all.

No, they may give nuclear material to a terroist or something, but the country as a whole is third world and starving, they only threat the use of nuclear weapons because that way they can say we will quit building nuclear weapons if the United States gives us 1 million barrels of oil and food supply for our country this year just like we just did and just like Bill Clinton did during his terms. They just use the threat to black mail the US just as all countrys around the world do. Hell we are prob. in debt to them right now. lol

People who say that North Korea is not a threat are stupid! Yeah N.Korea says that they will cooperate, but the president over there is NUTS! He is sneaky, and cannot be trusted. They have said that they hate us, and if we don't do something more aggressive to control them, they will show us how much they hate the U.S. Open your eyes people!
