The police are not likely to be interested and will say that it is a civil matter I fear. Sue in small claims court though you will need to be able to provide details of his whereabouts and addresses etc. You can also check whether he has other judgements against him. If he has it may well be that the court will find in your favour but that he will not pay. You can then ask the court to enforce the judgement and they will possibly send in the bailiffs. If they cannot find him or he denies having any assets there will be little more you can do

Issueing a false financial payment is a felony in the USA. I suspect you need to contact a barrister or attorney or await better info from a UK resident. In the USA we have elected prosecuters for criminal offenses. If that is the case in the UK contact that person...should be free of charge to you. If indeed its a crime in the UK you should mail him a letter telling him you intend to contact an attorney.

It may have been a 'scam' from start to finish - there are a lot of con-merchants and criminals who are only to willing to 'refund your deposit' for something they say they can do for you - right up to the point when they do a runner ...
If you have real names and real home addresses, go to the Small Claims Court ...

You could possibly file a claim in the small claims court (costs for claims upto £300 = £30). You can start off the proceedure online @ https://www.moneyclaim.gov.uk/csmco2/index.jsp

why did you pay him in the first place never heard of that. If you have it in writing that it was refundable you can claim it back tell him you intend to seek advise and intend to get your money back.
