nope, they don't breathe that way...
Cockroaches breath through spiracles which are in each body segment and the blood does not carry oxygen to the tissues. The spiracles deliver air to each cell of the body through a set of tubes called tracheae. The brain does not control the breathing through the spiracles.
an otc bug spray is usually a neurotoxin, so it is most probably absorbed through the body, not "breathed" in.

Roaches don't have lungs but instead have tubes all over their body which absorb oxygen and they don't have eye lids. Therefore a roach could not hold its breath or close its eyes and has no means to resist bug spray.

I see by the answers you mean cockroaches. I would never have guessed. I thought you were talking about a freshwater fish which was very confusing. The correct answer has been given by dedum.

"cockroach", by the way, has nothing to do with cocks or roaches but is a corruption of the Spanish "cucuracha".
