I always thought it was for two reasons: 1) To grab your attention and 2) Because they know that's when you're going to get up and go to the kitchen or to the bathroom, so if the volume is louder, you'll still be able to hear the commercial even if you're not watching it.
But the technical reason the person above offered sounds plausible.

It's hard to explain but commercials are a different audio format than movies. Imagine movies having two tracks of sound, Commercials fill all 4 corners of the sound spectrum with equal audio input. Even though your volume button hasn't change, its the way the formatted sound is perceived by your television. Thus creating more attention to sound stimuli.

The advertisers think they're going to grab your instant attention (to their product, service, etc.) by making their commercials obnoxiously loud. Like you'd hear it clear across the house even if you left your seat during a commercial break. I hate it. I ALWAYS mute commercials or pre-record shows so I can fast-forward thru them.

It's annoying. They are ALWAYS louder especially car and furniture commercials (at least here in USA). It does catch my attention -- it makes me go hit the 'mute' button! =P

The FCC puts a few rules in place but unfortunately they don't cover this.
However, check out the link I found. It may help you. The first link tells you about the problem and what is causing it.
The second link suggests a product you can install to level out the sounds.

Yeah. During commercials u have to turn the tv down and when your show comes on you have to turn it up. It can get annoying.
