water is kept fresh by the minerals it is produced in and there for once removed from those minerals the water begins to turn stagnant and lose its goodness. the minerals are constantly fed into the water and the goodness is very hard to maintain unless of course it is kept stored in the minerals that they originally came from packaging has nothing to do with it. sell by dates are just used to keep the shelf stocks flowing otherwise there is no profit to be made. there are plenty of items out there in packaging that sell on a daily basis but that doesn't mean to say they will be left on the shelf a sell by date on a non perishable item is a fail safe for poor sales

Marketing. The companies want you to use the product as soon as possible so you can go purchase some more, thus resulting in greater sales/profits for the producer. If it never expired, you would be less motivated to use it quickly.

It's actually the packaging (glass or plastic bottle) that's perishable and that's what the date relates to. If the glass / plastic begins breaking down you'll get lots of nastys in your water.

2) Or the bottled water companies just want to make money.
Also why do they put 'Do not refill.' on bottles?

Consider stock rotation!
Even if you are not concerned about it, the retailer has to put the old stock on shelves before newer stock.
