When there is two people a game is there still a small blind and a big blind?

Can you imagine if there wasn't? Not only would the game go on forever, the dealer button would never have to risk money to play! The Button could just fold and the big blinds would just be taken back each time, there has to be risk with each play to make it competitive. So, YES, both blinds have to be played. Good Luck!

Yes, as pokercoach says the dealer button is the small blind, first to act preflop. Postflop the BB is first to act.
