yes you can and for the most part it will not harm your computer. Most programs will just re-create temp files if they are needed again. I have seen problems with having to reinstall things like earthlink or AOL when you delete these files but no big deal.

just type run in the run command type %temp% and then press enter you will see the all temp files you can delete all the files

If you only delete ones that the computer isn't using, then yes, it's fine. It may even speed up your computer, albeit very little.

Yes, go to tools-internet options-delete temporary files, also, if you want to delete cookies, click on that too

It won't screw anything up. You can use a tool like CCleaner or BCWipe to automate the process.

you can delete files in that area most of the time.

goto your temp folder and delete the files that ONLY say .tmp

free up space on hard disk...

You can. If there are any that are open and being used, the operating system won't let you, so that is safe.
