This depends on when your dates you are looking to get married there? Are you aware of the requirements for weddings preformed in Mexico? There is a required blood test that is preformed and paid for upon arrival. They test for blood type and HIV. Plus the required length you need to be in Mexico prior to your nuptials.
Cozumel in my opinion is more of a divers paradise. I know many clients of mine who have seen both by far prefer to stay on the Mayan Riviera side (across from Cozumel), if you stay by Playa Del Carmen you can take the ferry over to Cozumel or vice versa.
Spring Break runs from very last week of Feb - middle of April. The prime spring break dates though are the middle of Mar - middle of April.

Cozumel is NOT a college spring break party location nor a place I would hold a wedding.
It's just a place on the map to visit.
There are only a few good things to do there.

Cancun and Cozumel are more for the Spring Break crowd. You'd be better off trying to do a wedding at one of the nicer resorts on the Riviera Maya between Cancun and Playa del Carmen if you have your heart set on Mexico for the wedding.

Cozumel is very laid back, definitely not like Cancun. There are a few palces where you can party if you like. It is not real popular with the spring break crowd, it is more of a dive destination. I would have gotten married there if I could have, though I do not know the Mexican rules for getting married, ie. waiting period, blood tests, etc.
