Smartest as measured by what?
Interestingly enough, someone did a complete hoax about presidential IQ's. There have been some studies based on differing data to actually calculate them. The further back you go of course, the harder it becomes.
Anyway, here is a link. Again, this is a hoax, Clinton's IQ is not twice Dubya (actually Dubya measures out in the high 120's).

It COULD be Jefferson, but no one really knows.
President John F. I'd have to go with Thomas Jefferson or Abraham Lincoln. If this question was most enlightened, it would definitely be Jefferson. He did a lot with foreign relations and was an inventor too. Abraham Lincoln on the other hand was a great orator. I love his speeches. And he did free the slaves.

George W. Bush. He was able to fool 300,000,000 (300 million) people the second time as well (with his reelection). It doesn't matter whethere he lied or not. He fooled us. It takes a SMART man to achieve that.
