Heat can be an issue when turning the drive on and off. The more you turn it on and off with the drive hot, the more thermal expansion and shrinkage, and therefore the more stress damage you do to it. If you intend to leave the drive running all the time, the fan won't make a lot of difference to it's lifespan as it will not suffer from heating and cooling stress. This is assuming you are within the recommended temperature range.
Less heat means more friction. A drive which is colder will have a shorter life.
External hard drives however, are usually in plastic boxes. Without a fan it will almost certainly overheat.

Hi, it's all about personal choice to be honest. I bought a 250 gig samsung external hard drive last year. I bought a samsung as that is what I have in my xbox which is about 4 years old. I have had 2 maxtor hard drives fail in my pc's but this may have been a faulty batch. I would recommend seagate or western digital or samsung. I was also advised to have an external case with a fan as all pc equipment runs better cool but like the others say, hard drives don't get hot but the circuitry inside the case will. Make sure the case is aluminium as aluminium dissipates heat better than plastic. I bought a sun vision case and put the hard drive in myself. The fan isn't noisy at all but then I only have the drive switced on when I want to use it. At work we have 2 external hard drives for back up for our server which are on 24 hours a day. They do not have a fan but the cases are ICY BOX

It depends on the design of the external case and whether it acts like a heat sink or not. Some drive enclosures are probably fine without a fan but I would bet the drive will last longer with a fan.

Not necessarily. Disk drives don't draw a lot of power, so cooling them is not really a problem. Me, I'd skip the fan.
