I live in texas and depending on where you live in the state. Tornadoes are not that common of an occurence, especially in big cities and are less common closer to the coast, which is also closer to potential hurricanes. But the weather is great and temps stay above 60 for about 10/12 months.
Other reasons to move to Texas:
great economy
large diversity
lots of culture

West NY state seems fairly stable.
The North gets terribly cold, the Southern ones have tornados and so on. It almost seem that all states are at risk of something as you say.
I'd definately go for somewhere inland, but not too central (close to the tornado belt) as it might change the areas it effects slightly over the next few decades with the changes in the weather.

Try moving to the northern part of a state that sits on the Gulf. South Mississippi has pretty good weather most of the time, just an occasional hurricane and they're pretty weak most of the time. Katrina's got us pretty messed up right now, but you might be able to get a house down here.

Arizona has fires all the time I lived there many years. San Diego has the best weather year round in the US but they have earth quakes. I think no matter where you live you are going to have natural disasters. I personally would live in Arizona but I am biased lol. According to a lot of websites San Diego does have the best weather year round but it is very expensive to live there but Arizona is getting more expensive all the time.

I live in colorado and its not too bad here it may get into the single digits temperature wise for a couple weeks a year but it probably isn't as bad as you think it rarely snows (except this year) and its gone in a couple of days (except this year) but if thats too cold still try arizona or new mexico
