You can take the written test and get your permit without owning a bike and most DMV's will waive the riding test if you enroll in and pass a state approved motorcycle saftey course
So you can get licenced without having your own bike. .

Either:
a) Find a friend with a motorcycle, preferably something small and easy to handle. Either jump on the back (make sure to be wearing helmets when you pull up), or follow them in your car.
b) Buy a cheap bike, and have a friend with a license ride it up for you (or put it on trailer).
I got my motorcycle license at 15 in TN (175cc limit), I had already bought a bike, and fortunately my dad had his license, so he just rode with me on the back to the DMV. The funny thing is, the driving test consisted of showing them I could turn on and off the blinkers, and ride to the end of the parking lot and back.
If you haven't ridden before, or are just starting out on the street, you probably should take a course, or at least find an experienced rider to give you some tips. There are quite a few things that you should know before going out on the road.
The absolute MOST IMPORTANT thing to remember in the entire world when riding a motorcycle is that you are either a) invisible to other drivers or b) they are actually trying to hit you. If you keep that in mind, and can keep the bike on the road and upright, you should do allright.

The telephone book should have the listings to get you started.
You'll need a motorcycle for the DMV license issue process.
If your credit is good some plastic can get you a rental machine by the day. The state requires certain standards be addressed
and offers an instructional hand-out. BLM and state lands offer
byways but satellite telephones are ending bad land outlawry except for the repeat offender who likes being booked.

Pass a motor cycle rider safety course and at least where I am from the state will issue you a motorcycle license without having to take a road test

If you take the Basic Rider Course, or the Harley-Davidson equivalent, you are provided with a bike to take the course on.
Check with your State Troopers or local college to find when and where BRC is offered.

Look in the "yellow pages" (on the net in your area) for "motorcycle driving school". They will teach you how to ride and let you use their bikes for your road test. If you know how to ride, they will only charge you a portion of the schooling fee to use their bikes for your test.

I just got my licence today and all I had to do was take the written exam and I got my licence. I do live in Alabama and the road test is not mandatory.
