You have to have two things: (1) an ISP, or internet service provider; and (2) a means of connecting your computer to the communications network. This connection could be a telephone line, LAN line, a cable-LAN or cable-USB combo (for cable internet), or a WiFi card (usually built into your computer, but also available as a PC-card or USB attachment).
Your question is seriously lacking in important details, so I can only guess. How did you get online to write your question? You can hook up your computer the same way as whatever other computer you are using now.
Since you appear not to have a regular phone line, I can tell you that in the U.S., most cell phone service providers do not permit you to attach your cell phone to a computer to use it to connect to the internet. It's a violation of their terms of service, and you could end up getting stuck with a large cell phone bill or other penalties. [And for those of you out there reading this, they do know what you're doing. Cell phone companies keep track of every phone call, every website and nearly every button click on your phone. I learned this from a Sprint tech support employee.]
If your computer has wireless internet capability, you can surf wirelessly from home with the proper setup, or go somewhere where you can surf wirelessly (preferably for free, as most paid public wireless services are overpriced). Browse to http://www.wififreespot.com/ for a list of free wifi spots by location.
If this is not enough information, I suggest you contact the manufacturer of your computer and ask them what you must do.

In some major metro areas there is a new wireless service that does not require any wires in your house. That means no landline, no DSL, no cable, no sattellite.
The new service is called Clearwire. When you subscribe to that service you get a wireless modem that picks up the internet signal from transmitters located throughout your metro area.
You can take your notebook computer and the Clearwire modem anywhere within reach of the signal.

This depends on your PC's hardware capabilities.
If you have a ethernet card you can order broadband access in your area from telephone company (ADSL) or cable ISP.
If you only have a modem you will need phone service and a ISP account, AOL, NETZERO...
If you have a wireless Ethernet card you can go to a hotspot to access the internet.

Couple of options:
- Get a land line for DSL service
- Go through your cable provider for broadband service
- Go through your satellite provider for broadband service
- Check with your wireless phone provider for wireless broadband options.
