That is spyware itself, use the following programs to scan for and remove it:
Spyware Tools:
http://www.lavasoft.nu/software/adaware/ad-aware_se_personal.php
http://www.safer-networking.org
http://www.microsoft.com/windowsdefender
http://www.merijn.org/programs.php
Cleanup:
http://www.ccleaner.com
If those don't work, try this:

Right click on that icon and see what properties you get, there must be something called Exit or similar term to stop that icon.
Moreover, try to find the name of the program, then if it is not needed, you may uninstall it. Also, if it is a spyware, you need to download Spyware or Lavasoft Adaware to clean it up. But try uninstalling the program.

sounds like you might actually have a trohan or some spyware which is causing this pop up. Have you tried restarting the machine? Does it still come up after a reboot? If so I can only presume you've somehow instaled some mallicious software and I'd suggest you check it out with some anti-virus/anti-spyware software (just don't go for the one they're offering though).

The icon itself is some kind of spyware that has gotten installed on your machine. Download a spyware scanner like Ad-Aware and run it and try to get rid of everything it finds. If that doesn't get everything, you can try Spybot. Both of those programs are free.

http://housecall.trendmicro.com/
run a scan with trendmicro housecall it should get rid of most things
then if the problem presists try a scan with windows live which has a lot more than just virus and spyware scan, includes defragmenting youre drives and other tweaks. here is the site: http://onecare.live.com/site/en-us/default.htm click the full service scan
that should solve the problem: then after that i recomend geting spyware terminator for real time monitoring of spyware and also has HIPS http://www.spywareterminator.com/
if you don't have an antivirus i recomend avira anti-vir becasue of it's high detection rates compared to avg and avast http://www.free-av.com/

Right click on the icon and see if it has an options menu or an exit selection. If it has an options menu select it and see if you can select it not to run on boot up.
Look in C:\Documents and Settings\USERNAME\Start Menu\Programs\Startup
to see if there is a program there that you do not recognize. If so remove it. Best to copy it somewhere in case you need it back. Re start and see if the icon goes away.

That's a spammed effort to try to frighten you into buying their software. It's not a virus. Pain in the a*se.
Download AdAware SE Personal and Spybot S&D (both free) and either or both should get rid of it.
Failing that, TrendMicro do a good if slow on-line scan & removal tool.

I need more details (and perhaps a screenshot) but try right clicking on the icon, and clicking something like "exit" or "close"
If that doesn't work, press Control + Alt + Delete and click on Processes. If you find a process that looks like the flashing icon, then select it and press delete (not backspace) and click yes. (Note that if you delete the wrong process it could mess up your computer - if that happens, just restart it and everything should be back to normal.)
If neither of those work, a screenshot would be very helpful.

do u have any spyware software, if the messgae is fron microsoft theb u should listen to them.
but if it frm some other random place, then dont
if u want to get rid of it, its probably in your ad and remove programs list.
if its not there, u should download a proper spyware/adware program that gets rid of that crap in the corner, coz that stuff in the corner is adware if its not frm microsoft

It's probably spy/malware, download & run:
EXCELLENT Free Anti-Spyware:
--AVG Anti-Spyware http://free.grisoft.com/doc/1 is a free anti-spyware protection tool developed by GRISOFT for home use.
--SPYBOT - SEARCH & DESTROY http://www.safer-networking.org/ Download and install Spybot - Search & Destroy with its TeaTimer option. This will provide realtime spyware & hijacker protection on your computer alongside your virus protection. You should also scan your computer with the program on a regular basis just as you would an antivirus software.
--AD-AWARE http://www.lavasoftusa.com/software/adaware Download and install Ad-Aware. You should use this program to scan your computer on a regular basis just as you would an antivirus software in conjunction with Spybot.
--SpywareGuard http://www.javacoolsoftware.com/spywareguard.html to catch and block spyware before it can execute.
--SpywareBlaster http://www.javacoolsoftware.com/spywareblaster.html to help prevent spyware from installing in the first place. Install & update SpywareBlaster with the latest definitions. After you have updated, click the button - enable protection for all unprotected items.
EXCELLENT Free ANTI-VIRUS and Firewall Programs:
ANTIVIRUS SOFTWARE It is very important that you have anti-virus software running on your machine. This alone can save you a lot of trouble with malware in the future.
--AVG Anti-Virus http://www.grisoft.com
--ZoneAlarm Anti-virus/Firewall http://www.zonelabs.com
