Were you given any number indicating the statute this person is alleged to have violated? "Invasion of privacy" could be any number of things in California, from trespassing to take a picture (an anti-paparazzi law), to wiretapping, to peeking in windows. It is impossible to know which of these several laws may be involved without a more detailed description of the offense or a statute number.

I have been listening to the news a lot lately, and it sure seems like Oakland is having their fair share of troubles. It sure seems like a very unsafe place to live and raise a family. I live just across the GG Bridge, so my news is your news. It seems to me that it is almost as bad as downtown Los Angeles. I lived in L.A. for 40 years, so I know how bad it got.
Now Invasion of Privacy , is just that, the individual was charged with invading someones privacy, maybe phone tapping, getting a hold of a person's cell phone and taking information, mailing tappering (which is a Federal Offense), Peeping Tom issues, there are so many ways one can invade another's privacy, it's sad really.
It would be so nice to see someone take an interest in Oakland and clean it up a little, don't you think?

He could have photographed, videotaped,and/or recorded a persons conversation without their consent. These are some forms of invasion of privacy. Going through a persons belongings without permission is another way of invading someone privacy.
