and culture as in the kind of culture that humans have like civilization

If "culture" is non-genetic information or type of behavior spread by learning (not only between parents and children) and specific to certain area, then yes. Not only using tools in primates, but also songs of whales, ability to open milk bottle in British titmouse... etc.

Yes.

Different troops of primates use different tools, different sounds, etc.. Of course they are still dominated by instinct, but there is some "culture".
