I would go in the winter because it gets really hot and humid in the summertime.

Any time is a good time to come to Houston. We always say if you don't like the weather wait it will change the next day. I remember one year at the beginning of the week it was raining, The next day it started to sleet, and buy the end of the week we were all wearing shorts.

Right NOW buddy! What are you waiting on? Hop in the car and boogie on down. There's BBQ on the pit. :-)
But seriously, Houston is fine, except for the summertime. The heat combined with the humidity can be unbearable.

Early spring is mild, but it can be wet. Fall is warm. December is very mild. Feb can be rainy and miserable. Cold and damp is yukky. I'd steer clear in summer unless you love hot, hot, hot weather wit a lot of humidity 24/7. There's always so much to do indoors and out.

depends on what you want to do. it's nice here in spring, but usually people from northern states can't take the heat & humidity here in summer.
