Outsourcing. Many large companies are shipping their customer service jobs to countries like India. There is a large population there that speaks english fairly well. The companies are able to pay these employees far less than in the U.S. due to the lower cost of living there and the difference in labor laws concerning employee benefits. It saves these companies million of dollars in operating costs which then become more profit for the company.
In my opinion though they should monitor these reps closer. I and many others have had times were we called for help and reached a rep that spoke english with an accent so bad that understanding them was nearly impossible or they did not understand basic words used by us.
Many U.S. workers have lost their jobs due to this process and the customer service market jobs available in this country have have become harder to find.
I dont have much of a problem with it other than the inconvenience of reps that are poor english speakers. I hate to say it but when I regularly have this problem with a companies help line I usually switch companies and start using another service or product. In the long run if these companies lose revenue from people switching to more customer friendly ones their labor savings will just about equal out to their loss of revenue from customers no longer using their service or product.

Believe it or not, the answer is not fake. I work in a customer service call center here in Florida, and unfortunately it's a fact in the customer service/call center industry that a majority of the larger companies, including AT&T, Dell, etc. use what's called outsourcing. Basically they are paying companies located outside the country (usually India and similar countries) to take the calls for them, because the cost of labor for non-US employees is much lower, and they can get similar quality most of the time. These outsourced agents are given English lessons and training so that they can speak and understand English. Unfortunately no, people are not faking their accents. If you think you're speaking to someone outside the US, 9 times out of 10 you are.

because the company you're calling has out-sourced its labor to a middle eastern or latino nation that they can pay for less.

Because many companies have chosen to outsource jobs to foreign companies where they can get cheaper labor.
