Well, when Jimi started paying guitar he would've had very little source for inspiration. So, he innovated most of the stuff like playing with just the right hand, using the waw-pedal and on-stage histrionics, which was new to his era.
Eddie Van Halen too was an innovator in his own rights. I mean, he innovated the two handed technique, played with volume controls and made his guitar sound like a violin and Eddie is just the man, but, he built is music based on what Jimi created. The riffs, links and the sound. This is the reason why many ratings would have Jimi a few places ahead of Eddie.
This is analogous to comparing the Beatles and Yes. Although Yes were technically stronger than the beatles, many people do not even know who Yes are and they consider Beatles to be the best rock band ever. The reason: The Bealtles started it and Yes built on what they started, added lots of technicality to it and made their music sound totally different.
There are lots of amazing guitar players like Paul Gilbert of Mr.BIG, Chris Imperitelli and Micheal Angelo Batio, who many people do not know, although their technique and their dynamics are much stronger than that of Jimi Hendrix, or even Van Halen. The reason why they aren't popular is because Jimi came first, he started it and the others built their music on what he started.
So I'd say Paul Gilbert and the other guys are better than Van Halen and Valen Halen, in turn is a better guitar player than Jimi Hendrix. But if Hendrix would have never been there, I'm not sure if any of these guys would have the same depth in their music that they have now.

Hendrix is far better a guitarist than Van Halen, Eddie is all flash with no substance to it, Jimi had much more soul in his playing.

Hard to compare because Jimi was also a Song writer/lead Singer.
Technically, Eddie is a better guitarist.

Hes better at staying alive admittedly. But best guitarist in the world, thats a pretty sweeping statement when you consider you only listen to heavy metal. Have you ever even heard of Micheal Hedges.
Most of the top 20 are dead, Van Helen doesnt even make the top 30.

Playing technically, in terms of the mechanics of playing, probably. In terms of playing emotively and inspirationally, probably not... But then if Eddie Van Halen had recorded before Hendrix, you'd probably be asking the question in reverse... Its the whole "He did it first, so he's the best" routine.

Well, after listening to Rock music for almost 3 years, I think that there is no best guitarist and everyone is the best because everyone has their own playing style.
