I believe you are asking who abolished the Aid to Families with Dependent Children (AFDC) program. That was President Bill Clinton, in 1996. It has been replaced with the Temporary Assistance for Needy Families (TANF) program.

If you approve of this then guess is that you are not a single parent with child or children and you may be divorced, separated or unemployed at the time with little or no income while yet you have a child to try to provide for. You should try it some time and then you will be able to know what is really needed in this world that we do not have. For the parent may not have the ability or access to equal transportation education for themselves to provide a better life for the child right now or at the time.
