Do you mean repeating decimal? Don't know what a repeating fraction is.

.0123456789 = 123456789/10000000000 (10 zeros)

In the same way that 1 = .999999... you can write
.0123456789 = .012345678899999...

I suspect you're looking for something along the lines of 13717421/1111111111, whose decimal expansion is 0.[0123456789] (brackets indicate indefinite repetition). If that's not it, then I have no clue what you're talking about.
