It is safe but you can't rent it because its a holiday spot and locals are less. So you won't get any tenant easily. You can buy if you are living there.

Not if you're a foreign national......The Govt. can evict you even if you have necessary documents & have paid the amount as it is illegal for a foreigner to own land in India.
