well its material, so take it to a dry cleaners. they specialise in things like antiques and they wont use water, which could damage it beyond repair.

try cornstarch and let it sit on the pennant with a paper towel on top of the cornstarch sprinkling with a heavy book over night. Then remove and brush with a soft brush in circular motions and then vaccum.

well i'd try a bleach pen on all white areas, there supposed to be white. then for the colors,id go with warm soapy water and and pressure application to soak all the dirt up.
Just a thought.
