Put aside the moral judgments and let us pretend that the ends justify the means, and let us pretend the goal is towards my ends.
The ends is prison funding and higher pay for prison guards.
Let say, the prison system is in need of more funding and that the public is only interested in building schools rather than building prisons. Being human, we all are interested only in what we want and care less about what others need (again, put aside the moral judgments).

I, being the head of the prison system developed a plan. My plan.
1.) Start a campaign to show public awareness that prison system is over crowed and under funded (Knowing the campaign will have little outcome)
2.) Cut down staffing by giving pay-leave (union style)
3.) Create opportunity for inmates to escape from prison. (If you study human nature, people are just so predicable)
4.) Choose inmates that you know will take the opportunity to run and provide them the chance.
5.) After the escape, call the police and news to let the public know that they have a fugitive on the run and that the public safety is at risk.
The end result.
I hit the public where it hurts, their own safety and much more, the children’s safety. The outcome? I get all the funding I ‘want’ and will never be denied anything ever again.
So what do you think? Is it probable?
