That could depend on a thousand reasons.
Where it is, what other eating places you have near you,
The look of it, the prices you charge, the clientelle that you want and the actual clientelle that are near you.
Your Advertising, your approach

Location? Have you got passing trade?
If so, go outside and look at your cafe and look at the kind of people passing by.
Do they match in some way?
Is there something unwelcoming about the exterior, the doorway, the interior?
Is the cafe too scruffy or even too smart for your clientele?
Get some comments from people.
Are you using the wrong colours, smells, is the place too noisy, wrong kind of music, too quiet, too hot, too cold?
Are your staff good with people?
Look at the way all the senses react to the place.

Is your cafe inviting? Color, ambiance, lighting, MUSIC is a must, tasteful based on your customers. Do your employees show enthusiasm towards your customers, they should welcome them as soon as they walk in the door. Do you have samples for ppl to try, a special item on the menu for each day...table visits are important, ask how everything is going, suggestions etc... Do you offer Internet access WiFi? that's huge these days, fliers, you have to get ppl to want to use your facility, what would attract you to hang out somewhere and stay awhile with friends or family? I used to manage my own cafe and WiFi was huge, music, and interacting w/ the customers...managers and employees, if not you the owner.

You need a Unique Selling Point - there's a million Cafes out there failing to make money - be original and do something they aren't.

Serve zebra kebabs, have David Beckham look-a-likes serve customers.

it could be that noone knows about it - so advertise
it could be that it is not clean - so clean it
it could be that the prices are too high - so compare your prices with other cafes in your area
it could be that the food isnt good - so work on that
it could be that it doesnt look inviting from the outside - so tidy that up too
it could be that your opening hours dont work for people - so check that out too

There is only one way to find out - Market research. Find out what it is people in your area want, which cafes, restaurants are booming and which are not. As with anything in business pleasing the mob (majority) is key, ask them what they want and be sure to deliver - Top Banana :)

What is the food like? Perhaps the service is not good
Perhaps you are in the wrong location
Perhaps your prices are too high
Perhaps you haven't advertised it enough

I would suggest healthy food, maybe offer some organic or veggie food. no point trying to compete with the fast food outlets that are so popular.do you have a board outside with tempting specials ?
