You must convince your government and any social infrastructure that exist outside the official government that conditions within your country must be changed so as to benefit young scientists. By doing this you will also realize an improvement in employment prospects due to implementation of existing modern technology and an increase in GDP for the whole country as the service industry grows to keep pace with the other areas that are burgeoning. Good luck, many other countries have a long head start.

Develop an infrastructure so that they don't migrate.At the early stage only fewer will stop(as paychecks would initially be surely small as compared to the one outside) here but those few will be determined ones who would like to change the whole scenario.They would then build a scenario when the others would also like to remain in India.
