Find the actual cause of the problem and fix it. Are you leaving food out? Are there holes in your walls? Do you have a lot of lawn debris that harbors critters? And keep in mind that a cat may not kill off the rats, you may have to bat clean up and finish them off yourself.

Buy a Pest Repeller! You just plug it in and it drives the rats/mice out,it's not harmful to dogs/cats.

Besides setting some traps & using poison, I think you should call your cities public works dept so they can come out and bait the alleys in your neighborhood. If you rent, tell your landlord to find ways to keep the rodents out of your building.
