C is the correct answer, because it is "giving" that "serves to clarify."

i.e. "Giving...serves to clarify their mutual managerial responsibilities."

i think (C) should be the answer.
"Giving all ... ... with one another" should be considered as a gerund if i'm not wrong. A gerund can be considered as a noun or subject of the sentence. A verb should follow.
From my understanding of the sentence, "Giving all ... ... with one another" is "an action" (singular), hence a singular verb should follow.
