Wear a padded push up bra and dab (with a brush) a bit of bronzer on the cleavage that shows. (if appropriate to what you are wearing). I don't have a problem with foundation, so sorry can't help you with that one.

A 32B is not the same size as a 34B. If you were a 34B then you wouldn't look small as this is a pretty average size.
You want to wear shirts that are low cut, a deep v neck would be suitable. And also in a bright or light color, or a shirt that have horizontal stripes. The stripes will give the illusion of width, and a lighter or brighter color will give the illusion that this area is bigger. Dark colors are slimming. Shirts that are wrap or faux wrap also give the illusion of curves.
For your foundation...you should really only apply it to the areas that need it...if an area is discolored such as undereye circles, sun spots or blemishes. Don't put it over your entire face...most people don't need to unless they have severe scarring or discolorations on their face. Try a color that is the same color as your skin tone. Lightly dabbing or brushing some pressed powder in the same color as your skin over your foundation will help it to look more blended.

Definitely need to go to Victoria's Secret. They have all different kinds of bras that can help your breasts look bigger. Padded, push-up, and anything else. And if you haven't been sized for a bra recently, you might be wearing the wrong size. As far as foundation goes, you need to find a tone that is going to match your skin the best. Don't go for a foundation that looks darker than your complexion, because then, your face will look orange (against a fairer skin tone) and will be noticeable when you look at your neck.

You can get a volumizing bra, a wonder bra or so, that would have that effect and in order to make the result better, put some luminous blush or highligth products to the top of your breasts as it is when you wear the bra and as long as you have an open blouse or shirt. V-necks add to that and embroidery on the breast area or big prints, also victorian type of shirts and tops or corset type.

Weight gain. Good genes along with time. Bust exercises. Push-up bras. This is just a theory, but what if you took hormones? I mean, just a thought...don't take me seriously without researching it. Also, there are a lot of myths out there, you don't want to end up doing something silly for nothing!
