This is funny cause me and my friend was discussing this question yesterday. We think its because of more fame and more playing time. The money may not always be more than players in the NBA even if you DO start overseas.
A player like Tony Delk is at the end stages of his career and is at best a reserve guard for a team in the NBA. But overseas, he's a starter at an old age, gets fame and fans, and also gets treated like royalty. Plus the teams overseas provide transportation for your family and also finds your family members jobs.
So some nba players especially veterans and players who barely get playing time would want to move to euroleague basketball because they dont' make less money usually, get fame, get playing time perhaps starting minutes, and gets more benefits than players in the US.

Tony Delk is not good enough to get more than 5 minutes a game off the bench in the NBA. That's why.

Tony Delk became no better than a seventh or eighth man on a team, maybe five minutes a night, if that. In Europe he is most likely a starter and making alot more money. It is just a wise career move.

They left school early in hopes of making the NBA draft and when the don't, they go to the next best thing, overseas teams. Personally an player under a scholarship the drops out before their contract with the university or school in which they are playng for should have to return the money to the schools scholarship fund, for not fulfilling the contract, but then I am a big college fan, especially for the school I attend the University of Kentucky.

I don't know what the issue was there. Did they pay him more? Maybe he wanted to be more of a standout player or possible, was interested in experiencing the culture?

It certainly doesn't happen very often. I remember when Dominique Wilkens played in Italy that when he was in his late 30s--probably so he could continue to be a star (he was born in France, too--hence the name 'Dominique'---father in Air Force) I believe he got paid very well, too.

Kobe Bryant was born in Italy--Dad military. Maybe he'll go back and play a little at the end his NBA career.

Others do it because they aren't good enough for the NBA.

They're not good enough to play here and they don't know how to do anything else. Half to the players are supposed to be college graduates but they don't want to get a real job.
