To prove she was determined and a superficial kind of girl. Actually, her hair was caught up in something and the enemy was mocking her for having time to fix her hair... so there, she cut it coz it was in the way.. and that showed her maturity (a bit.. :D)..

it was during the fight with ino ( her former best friend) when she cut her hair. it is like a proof that she is no longer a kid who follows ino around and is capable enough to be better than her.

because she is retarded and an idiot..............well when they went to forest of death then shinobi of sound village started to attack Naruto and Sasuke when they were unconscious, then she try to save them and the process she cuts her own hair.
