Read your history books. Pot was legal for a long time, but it was demonized in the 1920's. A person of hispanic descent commited a volent crime. The newspaper reported that Marijuana was in his system. The link was made between pot and volent crime, and so the public urged the FDA to ban it.
Same thing with cocain. Racist cops would get smacked down by african americans, so the cops saids that it was because the person was on coke. The public feared what a suped up black man could to, so they, again, urged the FDA.
Oh, and BTW, "Willie" didn't have "control" of the house and senate. The Democrats did. And, if you know anything about anything, then you know that the President is not the leader of the party.
Now, as far as why not legalize? The question is, "Why should they?" Because so many people do it? Well, anywhere between 25 and 50% of americans smoke tobacco, yet it is getting increasingly controled. Don't get me wrong, I wouldn't mind seeing it leagal, but there are more important things to worry about.

Not sure why you addressed this only to "libbies"? I have many conservative friends who think Pot should be legal too. Just like me they acknowledge that if it were legal that tighter controls could be put on the sales of it not to mention the amount of taxes that could be collected on it. Recent reports have shown that MJ is now one of the largest cash crops being grown in the US right now, and recent estimates put it's potential tax revenue well into the hundreds of Millions per State! Not just the Feds.
Personally I don't smoke pot, but even I can see the potential positive impact that the legalization of it could have. Not to mention it does have some medical potential, especially to a person like me who has cancer and one day may have to take it just to be able to get past the pain. I hope that day never comes but it would be nice if I had some options. I'd rather be able to pass from this world in ease than go out in pain. Call me a chickin@#$* but that how I feel about it.

Nobody in Congress wants to lose their job,America is the last country on the planet that would legalize any drug.Marijuana has been a bogeyman since 1930.Its easier to blame potheads for society's ills than to acknowledge that its much more benign a drug than alcohol,and that's there no good reason to keep it illegal.
I quit smoking pot fifteen years ago,not so much because I wanted to,.but because I realized that drug laws had become too severe for me to keep smoking.The powers that be realize that its the easiest target in the world-let's put all the hippies in jail,and they'll vote for us.And this applies to all drugs-users get incarcerated much more often than dealers.And the dealers that get arrested are more likely to be small-time.The really big guys usually go for years without fear of arrest.
And another personal aside-marijuana is not the "gateway" drug that the government says it is.I never became a user of any hard drugs,and the vast majority of people I knew who smoked did either
So you got a viscous circle that all but makes it impossible for the legalization of marijuana.Don't expect any one in Congress to take this issue up anytime soon.

Because America is still largely a puritanical society. Fear of marijuana is so deeply ingrained that even if it was found to cure HIV/AIDS, cancer, and erectile disfunction, it would still be illegal.
Well maybe not ED, since it seems to be the most pressing medical problem facing the world today.
