should I just go for the free dental work? am I risking my teeth unneccessarily

How long has he been a dentist, since uni? If he's only just started, I'd be a bit cautious - although he did pass, so he clearly knows enough to be considered fit to work as a dentist. If he's been working for some time, then he may well have improved anyway.

Bear in mind, too, that you just happen to have inside knowledge about his qualifications - you could pay to go to another dentist who did just as badly at their studies!

I'd say a lot depends on what kind of work you need. If it's a couple of small fillings, go see yoru brother. If you need a root canal, lots of cosmetic work, etc, think about finding someone with more experience and a proven track record.
