I created a website, and I'm about the least 'techy' person on the planet. I found http://www.htmlgoodies.com/ it is extremely easy to use and you don't need to worry about all of the img, img src and end tagging, it does it for you.

Read the tutorial and within 30 minutes or so you'll be on your way. There are other programs out there, however this one made it a breeze.

Yea, you need to at least know the basic tags of html to understand how to make a simple or at least a plain website.

And once you're familiar with that language but sometimes forgot what tag is for what uses, you can check out here:
http://www.w3schools.com

To write codings for blogger.com, you can use tools like Macromedia Dreamweaver... or if you have Microsoft Frontpage, both are cool too. But first, try to get yourself familiar with html before you dwell into the tools and designing part. You will come into that as you explore on further.

Any HTML code or page has two parts : Header and Body
In Header you should provide the informations like page title,scripts or CSS links , Meta tags ....

In body , mostly you should provide the tags which build your website view like span , table , form , ...... etc .

A simple HTML page could be written like this :
