Several Countries, like Russia and China, simply refuse to have more than one time zone. It's just one of their laws. Apparently they can't handle the concept ;-).

It is a decision made by the government. This way offices can call each other and not worry about it being different times all over the country. Here is a link to a map that has all the time zone borders. Russia has 11 time zones. At the top of the map it shows where the ideal time zone is...they are each 15 degrees wide because this represents the amount of earth's rotation in one hour, but most governments (gasp...even the U.S.) move these somewhat to correspond with state boundaries or other convenient features.

The last I remember, zones weren't a function of what country you were in. If I remember correctly, Russia is in 11 time zones. China, being one of the southern borders of China crosses five time zones.

time zones have to do with these line things and their are 24 lines for each hour of the day. I think that China only goes through the one time zone because they are smack bang in between two time zone lines. Australia is bigger in land mass and has only three time zones (not including daylight saving times then its really four - but that's a different issue)
I just read another answer - it said that russia and china have only one time zone - that's wrong - i have a time zone software program that tells the time all over the world and russia has more than one time zone

China has one time zone as a direct result of their Communistic way of dealing with issues. Even though China should has 5 time zones, they refuse to change due to their traditional way of thinking in which all things must conform.

Probably because it puts the government's nose out of joint. They want to push conformity on the population to the point of making the whole country keep the same time.
