I think if they don't properly treat an animal right like to the extent of neglecting it with starvation, that is animal cruelty and yes, they should be arrested. But if they treat their dog well, but leave it outside, say in the front yard, then it shoudl clearly be behind a high fence, depending on the type of dog, or on a chain, because you never know if they could attack a person without provocation.
Being outside in certain weather is another issue, I'd say that if it is an outdoors dog, then it shoudl have the proper shelter when there is a storm, or during winter, depending on how cold it gets in the area, any dog house that has enough space for the animal is acceptable, and the bedding is freshly cleaned at all times is another trait a dog owner shoudl have.
I would say a kennel would be better, but a lot of people don't have the room in their yards for a kennel.

If they were neglecting the dog by leaving him/her out all day or more without proper bedding, food, water, etc....yes. My dog is a black lab, she's 70lbs, she's an indoor dog most of the time but she loves to play outside too. No matter what it's like out there. She'll go swimming in a river when it's 30 degrees outside. She's a dog..she doesn't seem to care.

people should only be arrested if Neglect is a continual complaint from neighbors.
If you abandon a dog thats a different matter. it would be better to put such a pet to sleep because thats what would probably happen if you leave an animal somewhere.
I know i had a dog and there were a couple of times that we let the dog out at night and fell asleep before we could remember to let her in. it wasnt by choice.

Well some people have outside dogs and some have inside dogs. We have two dogs and we let them both stay outside loose. We bring them in when it is extremely cold or hot. There's nothing wrong with having a dog stay outside as long as they're being well taken care of.

I agree w you - there are some areas of the US where that is a crime (if the weather is very cold or hot). I dont know why people get pets and then just ignore them or mistreat them. But I guess some people do the same w thier children!
