I started out 4 years ago with the same question and tried lots of things - telemarketing, typing, data entry, etc. Some were total scams.
I just wanted to be able to stay at home with my kids, but earn some money, too. eBay worked for me. You can get started with no financial investment, see how it goes, and grow the business as you are comfortable with it. It is easy, fun, profitable, and you can work around your family's schedule.
You may find this guide helpful in getting started on eBay. I wrote it to help others (especially Stay At Home Moms) get started on ebay. I am a huge supporter of other stay at home moms - we have such an important job. This booklet is written from my own experience from selling for 4 years. I've sold about 12,000 items. I've done well by joining existing websites, and then creating my own blogs and websites to promote them. And it was all free to set up.
I have found several legitimate work at home sites so far, and I made $500+ in October, over $700 in November, $900+ in December, and $700+ in January. They are free to join.

And by the way--never join a work at home program that wants you to pay up front. If they were making that much money, they wouldn't need to charge you.

I have an acqaintance that does pre-occupancy cleaning on new construction. She lets contractors know of her business, They call her when a house or office is ready to be shown to prospective buyers. She cleans up any sawdust, wipes down surfaces, washes the windows, etc. She pretty much has a monopoly on that type of cleaning in her area, sets her own prices and has a very lucrative business going.
