Hayle in Cornwall has Paradise Park. Lots and lots of exotic(and just unusual) birds and animals, a petting zoo and a playground. You can pop into the pub opposite for lunch and pop back in afterwards too. It's not expensive and they have times for feeding the animals-they've got sealions and penguins and stuff (if you're lucky you get to feed them).
It's pushchair friendly and all on one level pretty much so there's no stairs dramas.
We have relatives down there and we go every year.

As well as the lost gardens, you might also look at moors walks.
There is plenty to do in Plymouth, including the aquarium. There is a pass that you can get from newsagent in Plymouth that gives you access to several attractions in and around Plymouth.
Stay clear of Bodmin gaol. Not worth it. However there is a railway.
Another good place, can't remember name, is the ship yard where they still make square riggers. Also used as location for E boat port in The Eagle Has landed.

Try The Lost Gardens of Heligan and the Eco centre nearby. Fantastic and your children would learn such a lot.
