Since you can't get on the web (something the others don't seem to realize) your going to need to go to a computer store and buy an antivirus on CD. I recomend using McAfee, it's alot cheaper than symantec(norton) and runs alot better.

If the infection can keep Bitdefender and CA from running online scans, then I doubt you can download any programs and have them run.
I recommend you continue with some online scans. Try these:
http://usa.kaspersky.com/services/free-virus-scanner.php
http://housecall.trendmicro.com/
http://www.trendmicro.com/spyware-scan/free_spyware_scan.asp
http://www.pandasoftware.com/products/ActiveScan.htm
http://www.ewido.net/en/
If this infection blocked all of those sites, well, it looks like reformat time.

If the virus is sophisticated enough, you may have trouble getting rid of it by installing anti-virus software. Try - http://free.grisoft.com/doc/1
However, you may need to wipe and reinstall Windows.
