start with writing down in plain english what exactly you need to have in software, how application would be used by users etc, commonly known as "requirement gathering". If you dont know what to do, what are you going to do?

assuming that you have sufficient C language exposure, having a good book is always a good idea. Get one from nearest book shop or order online, depending on ur convenience. There are many free books too.. do some yahooooing/googling

Next get a nice C compiler. presuming you use windows and dont have much to spend on buying software, get mingw compiler or cygwin compiler.

next get an IDE that you need to write code into. devcpp is good choice here (assuming that you have no or little exp)

Your question is vague. But if you want to learn how to program in C, you will find any amount of books on amazon which will help you.
