clean up temporary folder on different accounts?

is there a way of cleaning the temp folder in windows xp for each users account eventhough it's password protected?

if u are signed on as an administrator, i believe u can. Then go to accessories-- system tools --- disk cleanup. or u may try it in safe mode. ( pressing F8 before windows logo comes on during boot up.)
