For a variety of reasons.

1. Bad personal choices. Even when offered many opportunities for success, people make bad choices. When people choose to drop out of school, not work, take drugs, commit crimes, drink to excess, or have children out of wedlock, these choices have a strong impact on earning ability. People who make these choices will likely be poor all their lives.

2. Bad governance. If a government does not respect property rights, is not transparent (freedom of the press), does not follow the rule of law, does not support economic freedom, etc, the people of that country will likely be impoverished. Zimbabwe is a good example of what happens when a government chooses tyranny over freedom. So is Cuba. Venezuela is rapidly sinking, also.

3. Socialist Welfare States are also poor at eradicating poverty. They have high unemployment rates, high taxes, and stagnant economies. The poor stay poor because they cannot get jobs; the minorities in these countries are especially hard hit.

4. By all accounts, an objective review would find that capitalist-based open market economic systems have offered the best hope for eradication of poverty, for those that choose to take advantage of the opportunities it offers.

But even in a rich country, one cannot eradicate the poverty of people who make bad choices.

1) People don't want any financial assistance due to the misconception that being rich is evil.
2) Many 3rd World African countries sell their agricultural produce (agriculture is the main industry for most of these countries) to rich nations at a higher price than selling it domestically to the local people who desperately need them. The profit earned is used to pay off their debt/loan from foreign governments. Unfortunately the debt/loan usually is very large and the profits are not sufficient enough to pay the debt/loan in full.
3) Most of the time foreign aid/financial assistance has been squandered by corrupt governments which, unfortunately, are commonplace in the 3rd World countries.
4) Most of the loans provided by foreign governments (especially the 1st World countries like the US and UK) are charged at very high interest rates that made the debt/loan virtually unpayable.
5) Vicious cycle - Poverty leads to further poverty because being poor, the population cannot afford access to basic necessities like food, water, shelter, sanitation, healthcare and education. Education is needed to train a skilled future workforce to further develop the country's economy. Unfortunately most of the time these 3rd World governments have to allocate a large proportion of their budget to repaying their foreign debt/loan, so they have little to spend on infrastructure, construction of housing, sanitary facilities, educational institutions and hospitals.Lack of access to these necessities makes these people unhealthy, malnourished, illiterate, etc which further strains the governments and forces them to seek more aid. The vicious cycle continues.
6) Malthusian catastrophe - 3rd World countries have very high birthrates and huge families and very large populations for a given area. This places a burden on the already available limited resources, and as a result there is few to go about for each person.

Throwing money at stupid, lazy people is not productive. Sure there are some folks in real poverty who could be helped by government aid, but for everyone who could be helped, there are 2 more with their snouts in the trough.

Because of inequalities in the distribution of wealth in the enonomy,inabiltity of the government to generate employment oppurtunities to the mass,illiteracy.
