Ouch....What is it you want to say? Are you saying that there was closed bidding for a project and somehow the competition found out what the bids were and you were underbid? If I can get a clearer picture of what you are trying to say, I can help you. Also, what is a tender document, or a tender submission? Do you perhaps mean confidential or sensitive?
