Dear Mr....
I have learnt that details of your above-mentioned tender were revealed to your competitors by somebody, before the last date for acceptance of the tender was over.
The confidentiality of the tender process has thus been compromised, which is not permitted.
Please investigate this and let us have your explanation for the leakage, as early as possible.

Yours faithfully (this is a formal letter - keep it thus)

*Don't be definite that they have disclosed their prices - if there has been an error in the information you have, to accuse them directly could be construed as defamatory

Otherwise, I've just tidied up the letter and made it a little more formal.
