It's usually determined in how poorly the product is selling, or if it is new and they put it on promotion, or if they are about to get upgrades and they want to egt rid of their old stock first, and other things like that :-)

Store manager/ Merchandising Manager/ Visual merchandiser/ Marketing director/ Supplier/ Manufacturer - any one or more than one people decide on this. Factors that dictate the decision are demand/supply, stocks and promotion policies.
