5-10 MPH is low. If ya wanna talk about high winds, try gusts up to 50 MPH.

No, they are not high and will be just perceptible as a good breeze. If you want to talk of high winds, think of about 40-60 mph and if it is 100 mph, it is a gale, hurricane.

This is a fairly slow wind speed. You'd be able to feel the wind on your face, leaves would rustle, paper would be gently blown around and small twigs on leafy trees would move.

If the wind was above 30mph you'd feel the wind blowing you backwards as you tried to walk into it and at 50mph it would be very difficult to walk at all.

The effect of the wind is normally measured using the Beaufort Scale which is explained in more detail on this webpage... http://www.zetnet.co.uk/sigs/weather/Met_Codes/beaufort.htm
