No they are not the same, The only common factor is the Batman. He basically formed the Outsiders after becoming disgruntled with the Justice League. The Justice League is generally formed from the mainstream characters who quite often have their own comic books where as the Outsiders generally do not exist outside of this book.

No, the Outsiders is a group that Batman started when he resigned from the Justice League because they wouldn’t help him out in a cause that he knew was just.
The original membership of the outsiders was Batman, Metamorpho, Black Lightning, Geo-Force, Halo, Looker and Katana.
The Redeemers in the Squadron Supreme series was based on the Outsiders.

No, I recently bought allot of Batman and the Outsiders. From what I remember the Outsiders are kinda like the unwanteds from the League.

I can see how you would think that. But the JLA doesnt follow under Batman's leadership. The current lineup do hold a few hold overs from both team.
JLA currently has: superman, wonderwoman, batman, red arrow, black lightling, hawk girl, Green lantern, and Geoforce
Batman and the outsiders were mainly Batman, geoforce, katana, black lightling, and metamorpho.
Black lightling and geoforce were both hold overs from the Outsiders but batman's outsiders were more 2nd lvl teir superheroes where as the JLA were nothing but teir A material.
