They both lost. They both wound up with pretty much the same conditions that they had before the war began, and both suffered massive casualties.

If you really had to pick a winner, I guess it would be Iran, since it was attacked but survived without ceding any territory. Although Iran suffered way more casualties (around 3-500,000) than Iraq (around 160-375,000), and Iraq scored more in the way of military victories.

neither won the war. saddam and iran made a treaty in 88 to end it so that he could invade kuwait.
