I'm HoH myself and I would say .... maybe. Most of the examples of HoH people given by a previous poster are artists who were not born with a hearing impairment. They are professionals who could hear the sounds before but whose job damaged their hearing. I dont think the American Idol contestant was HoH- only his parents.
For someone who is born HoH it is much more difficult. Depending on their type and degree of loss they may be unable to hear certain sounds or be able to tell if they are in key or not. Even professional singers must constantly adjust their voices. While it is possible for the HoH person to sing, it would probably be so difficult for them to monitor their voices that they couldn't change it without outside assistance (such as an instrument to tell them what note is being sung). In addition to having difficulty just hitting the notes, the HoH person who is born that way often have "deaf accents" and/or enunciation difficulties.
Of course these are professional levels of singing. For the more casual settings the expectation for quality is lessened. As a HoH person I do sing- I also joke that I could be a fabulous singer if only I could hear all the notes!
There are just alot of issues in your question and the answer will depend on the individual situation: was the person born that way? how much hearing does he have and in what frequencies? does the person even have any natural talent? etc.

After all if we couldn't breathe we wouldn't be alive! But in reality many people have bad breathing habits caused by a variety of things including poor posture and our often frantic lifestyles. Learning how to control your breathing is one of the keys to improving your voice.
Singing requires that you are able to take in enough air quickly before you are about to sing a line and then let this air out in a regular and controlled way whilst singing the notes. The mistake many novice singers do is to take a quick shallow gasp of air into the top of the lungs. This results in there being insufficient air, to get you through the line you are singing, and you will end up dropping notes. I'm sure you can relate to this experience and can remember times when you have had to quickly take in more air half way through the line or note you are singing.

It depends on the severity of the hearing loss or deafness.
Hard of hearing doesn't mean totally deaf.
A hard of hearing person has limited hearing of certain sounds at certain levels (or decibels).
My friend can hear certain voices but can not hear most musical tones - a severe hearing loss - will not try to sing because doesn't hear own voice.
My husband has a different level of hearing loss, can sing songs he heard before he lost hearing but says it's hard to pick up new tunes.
