Don't know of any known programs that will start your PC, but for sure the shut down part of it can be done. There should also be a feature (in the BIOS) to automatically reboot the system at a certain time but none to just start it that i know of at least.

you can configure a pc to shutdown at time ..
but starting the pc after time is i need to search...

For startup, some computer BIOS's support an automatic startup at a particular time. If your motherboard supports Wake-On-LAN and you have a compatible network card, you could use another computer on the network to send a wake-up packet on the local network.

Go and retreive a freeware program that will put these functions into your hands and a number of other nifty things too
Go to the link I have provided and type the program name into the search box there and the search will deliver you to the page for download (there will be a review of the program's functions there for your review before downloading)
